Below is a list of organizations and service providers that offer home repair services in the Mohawk Valley. Please note that most of these providers have waiting lists and therefore cannot guarantee repairs will be done or done in a timely manner.

Fulton:

  • Fulton County Community Heritage Corp.: 73 N. Main St., Suite 107, Gloversville, NY 12078 | 518-725-2114

    • Qualifications:

      • Homeowners insurance and mortgage must be paid and current

      • Applicant must own the home

      • Must meet income qualifications

    • Eligible repairs may include emergency home repairs for the elderly — like heating, leaky roofs, and structural repairs — or repairs addressing substandard housing conditions.

    • Assistance is provided in the form of a deferred payment loan, which is repayable if the property is sold, rented, or transferred but is forgiven after 5 or 10 years depending on the amount.

  • USDA Rural Development (rural areas with pop. of 20,000 or less): 108 Holiday Way, Schoharie, NY 12157 | (518) 295-8600 ext. 4

    • Assists with damaged homes, disability features, and energy efficiency improvements for windows 

    • Section 504 Home Repair program provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards.

      • To qualify, you must:

        • Be the homeowner and occupy the house

        • Be unable to obtain affordable credit elsewhere

        • Have a household income that does not exceed the very low limit by county

        • For grants, be age 62 or older

Herkimer:

    • Run by the Resource Center for Independent Living (RCIL)

    • Under this program, home adaptations will be made to enable people with disabilities to remain or return to their homes rather than enter or stay in institutional/nursing care facilities. 

    • Homeowners, rental property owners, and tenants with written approval from the owner may qualify for Access to Home assistance. Eligible participants are individuals that meet the two criteria below:

      • Income at or below 80 percent of area median income 

      • Has a disability or substantial difficulty with daily living activities due to aging.

    • You will need:

      • A copy of disability papers/letter from a physician stating the nature of the disability.

      • A deed for the property. If the property is a rental property, written permission from the landlord will be required.

      • Proof of household income

      • Income tax forms

      • Current copy of homeowner’s insurance policy

      • Current mortgage

  • USDA Rural Development (rural areas with pop. of 20,000 or less): 9025 River Rd., Marcy, NY 13403 | (315) 736-3316, ext. 4

    • Assists with damaged homes, disability features, and energy efficiency improvements for windows 

    • Section 504 Home Repair program provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards.

Montgomery:

    • Homeowners, rental property owners, and tenants with written approval from the owner may qualify for Access to Home assistance. Eligible participants are individuals that meet the two criteria below:

      • Income at or below 80 percent of area median income 

      • Has a disability or substantial difficulty with daily living activities due to aging.

    • You will need:

    • Services include roof repairs, wheelchair ramp installation, plumbing and electrical work, window replacement and other small-scale repairs.

    • Repairs are completely free. Work is scheduled according to volunteer availability.

    • Qualifications:

      • Must meet income requirements

      • Must own the home or have an up-to-date mortgage

      • Need to stay in the home for a period of time after repairs are complete

    • Covers Camden and anyone within a 13-mile radius of Camden

    • Repairs are covered by proceeds from the thrift store Clothing Connection

  • Lead Safe Utica: 1611 Genesee St., Utica, NY 13501 | (315) 724-4197 | home@unhs.org

    • Lead Safe Utica addresses lead hazards in privately owned housing using funds awarded to the city of Utica by HUD. This program aims to prevent childhood lead poisoning by creating lead-safe housing and helps homeowners, landlords, and tenants control hazards from lead in paint, soil and dust.

    • Available for owner occupied housing (single & multi family) and rental housing

    • This program is offered at no cost, however, participants must meet the following requirements:

      • Live in or own property within the city of Utica, built prior to 1978

      • Qualify as a low income household

      • Priority is given to units where a pregnant women resides or a child under 6 years old lives or visits frequently

Otsego:

    • Major home repair including rooves, hot water heaters, wheelchair ramps, and some electrical services  

    • Income-based homeowner programs:

      • Families at or below the Federal Poverty Guidelines can qualify for no-cost repairs/updates

    • The Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE)

      • Funds emergency health and safety repairs for senior homeowners. 

      • Qualifications:

        • You must be 60 years of age or older.

        • You must own your home, and it must be your permanent residence. Your name must be on the deed.

        • You must have a household income that is not more than 100% of the area median income for your household size.

        • You must be current on all real estate taxes and maintain acceptable homeowners' insurance.

        • You must maintain the home in good operating condition for 3 years.

        • The home must continue to be your permanent residence for 3 years. You may not sell, move, lease, demolish, or materially alter the property without ORHA's prior written consent. 

        • All owners of the property (including life tenants and remaindermen) must sign a Property Maintenance Declaration (PMD) that will be filed with the Otsego County Clerk's office. This PMD is similar to a lien on the property, but no payment is ever needed from you as long as you follow the program's requirements.

      • RESTORE can only pay for repairs that will eliminate hazardous conditions in the home that threaten the health and safety of the elderly occupants.This can include accessibility modifications that are needed to make a home safe for a senior whose needs have changed.

      • Awards grants, with no repayment obligation as long as continued residency requirements are met.

      • $20,000 maximum grant amount

      • Lien will be placed on property until 3 years have passed

    • Access to Home

      • Accessibility modifications for low-income people with disabilities. Modifications adapt recipients’ primary residences to enable them to live safely and comfortably at home.

      • Qualifications:

        • You (or your child) must have a documented physical disability.

        • The home must be your primary, permanent residence. You do not have to own your home. If you live in a rental home, you must have the property owner's consent and they must not be obligated by law to provide the needed modifications. If the home is in a multi-unit building, modifications can only be made in your unit or in common areas you use.

        • You must have a household income that is not more than 80% of the area median income for your household size.

        • The property owner must be current on all real estate taxes and maintain property insurance.

        • The home must continue to be your primary, permanent residence for 3 years. You may not sell, move, lease, demolish, or materially alter the property without ORHA's prior written consent.

        • You and/or the property owner must maintain the home in good operating condition for 3 years.

        • If you are a homeowner, all owners of the property (including life tenants and remaindermen) must sign a Property Maintenance Declaration (PMD) that will be filed with the Otsego County Clerk's office. This PMD is similar to a lien on the property, but no payment is ever needed from you as long as you follow the program's requirements.

        • Your home cannot have other health and safety hazards. If ORHA has additional funding available, we will refer you to one of our other programs as appropriate before we can move forward with Access to Home.

        • If you rent your home, the owner must sign an Owner/Participant Agreement that will list the proposed scope of work and the program requirements.

      • Access to Home can only pay for accessibility modifications to your home. Modifications must address a substantial limitation caused by a physical disability or improve your ability to complete your daily living tasks within the dwelling. Access to Home cannot pay for any general repairs to your home.

      • A lien will be placed on your property if you own your home until 3 years have passed

      • Awards grants, maximum $25,000

Schoharie:

    • Household income must be below the limits outlined on the website.

    • Your property may qualify if you have the following:

      • Deed  

      • County, Village and School Taxes current 

      • Homeowner’s Insurance current 

      • Flood Insurance current (if located in flood plain) 

      • Mortgage current

    • Applications will be taken on a first-come, first-serve basis and income target. If your pre-application is accepted, your name must go on a waiting list.                                

    • Service Area: All of Schoharie County, except Gilboa, Conesville and Jefferson

    • Assists with damaged homes, disability features, and energy efficiency improvements for windows

      • To qualify, you must:

        • Be the homeowner and occupy the house

        • Be unable to obtain affordable credit elsewhere

        • Have a household income that does not exceed the very low limit by county 

        • For grants, be age 62 or older 

  • Western Catskills Community Revitalization Council, Inc: 125 Main St., Suite A, Stamford, NY 12167 | 607-652-2823

    • The Home Improvement Programs assist income-eligible households with repairs or replacement of major home systems (such as a roof or heating system) to correct existing interior and exterior health, safety and substandard code conditions.

    • Must live in Broome, Conesville, Fulton, Gilboa, Jefferson, or Summit

    • There is no cost to the participant. The funding from these programs comes from state and federal grants written by WCCRC staff.

    • A lien will be placed on your home for a regulatory period, which is different for each grant funding source, usually between 3 and 10 years. 

      • You are required to live in the home during this period. 

      • If the home becomes unoccupied during this period, due to sale or death, the money will have to be paid back on a declining scale specified for each grant.

    • For most programs, you must own a residential property within the program’s geographic area and provide a copy of the recorded deed.

    • The property taxes and, if applicable, mortgage must be paid up to date prior to submitting your application.

    • You must have homeowner’s insurance.

    • Some programs have additional requirements such as age and disability. 

    • Some grants allow renters to apply, with permission from the landlord.
